Here are a few ways you can use neem to completely get rid of dandruff:

Neem Water
Boil 1 liters of water; then take it off the heat then add 40 neem leaves to it, and allow it to rest overnight. Rinse your hair thoroughly with this water. This will immediately reduce the itchiness and discomfort that dandruff causes.

Neem Hair Mask
Soak 2 tsps of fenugreek seeds in water for about three hours. Next, add 40 neem leaves to the seeds, along with a few drops of water. Once the paste is smooth, add ½ cup yogurt and 1 tsp lemon juice to it. Apply this paste to oiled hair, and leave it on for about an hour. Wash it off.

Neem Oil
Neem oil is made from the seeds of the neem tree. It works extremely well in eliminating the flaking on the scalp. Gently heat 1 cup of  coconut oil, and add ¼ cup neem oil to it. Apply on the scalp and leave it on overnight for best results.
